Competence Framework

The Competence Framework for Professionals Working With Unemployed Women started
out as a midway evaluation report summarising learning from the first stage of the Pilot Actions.


The initial document came out of discussions between Pilot Action country representatives
during a Learning Activity in October 2016. However, impressions and ideas had been collected throughout the Pilot Action period during Skype talks and country visits. These visits allowed a wider collection of ideas from other collaborators at national levels.


As the pilot phase drew to a close, we decided to develop our thinking - and writing - and our midway evaluation became this document which frames our conclusions about the actors, the actions and the competence requirements of the various professionals in the field of work with unemployed women.


We hope it can be useful to professionals from other countries who want to support the personal and professional development of “empowerers” of unemployed women – in whatever type of agency or institution they work.

To enable the readers to follow the thread of our thinking, we present here a breakdown of the parts of this document:

Section A gives an overview of whose competences we are focusing on – examining the roles and main tasks of different services which intervene at some level in the empowerment process of an unemployed woman. Read more....

 

Section B goes on to describe the framework we have chosen for presenting the competences and our reasoning for doing so. It includes a definition of employability as opposed to employment and a model of the empowerment process as we see it. Read more...
